Law on construction industry’s self-regulating organisations may be amended

The parliament is considering amendments to the law on self regulating organisations (SRO) in the
construction industry in Russia. These have been supervising construction industry players since 1 January, when they replaced the state licensing institute.
The amendments set forth new differentiated minimum membership fees for construction and planning organisations. Whereas the minimum fee is now €13,000 for planners and €26,000 for builders, the amendment suggests a range of €4,000-105,000 for the former and €7,900-790,000 for the latter. Only one national self regulating organisation will be possible in each of the three subdivisions – construction, planning and engineering; these national associations will be supervised by the Ministry of Regional Development, according to a report in
Vedomosti.
Furthermore, the legislators intend to limit the ways in which an SRO’s reserve funds can be invested – the money can be placed only on deposit or invested in the deposit certificates of Russian financial institutions. In addition, contributions made by members of self regulating organisations to the reserve funds can be returned to them, whereas this is impossible at present.
