The period allowed for the free privatisation and deprivatisation of residential housing in Russia has been extended by three years.
The Russian State Duma has approved amendments to the Housing Code, which stipulates that social housing can be privatised and that housing which was formerly privatised can be returned to the state until March 2013, rather than 2010.
MPs explain the approved amendment in terms of the necessity to ensure that all citizens have equal rights with regard to the privatisation of social housing which is still being distributed to those who joined the waiting list many years ago. This pertains, in particular, to WWII veterans, who were promised free housing in 2010. In addition, those housing owners who had privatised their flats but later realised that the property tax was too high should be able to convert their flats back into social housing.
