Changes in government's construction orders in Russia accepted by parliament

The Russian parliament has adopted a draft bill introducing a new system of placing governmental orders, according to
Interfax. Now, all the capital development construction, reconstruction or renovation, including road works, will be carried out through competitive tenders.
Previously, a system of open online bidding was used to place governmental orders. As
Russian Construction Review reported, the authors of the bill claim that the current online open tender procedure does not meet quality and speed requirements and leaves the door open for the ineffective use or misappropriation of government funds.
